But I would guess that they could tell you how much the fair market value of your cookies is and then you would deduct the rest as a donation, as with anything else where you receive a gift or meal in return for donating. This year I'm way below the 2% threshold. But in previous years I easily exceeded it by claiming legal fees on my H1-B and green card and some travel. I've only bought one computer since moving back to the US.
